For the environmental sustainability, the program of “The Survey of Soil and Groundwater Contamination in Changhua county in 2022” has been advanced, which involves groundwater monitoring wells maintenance and groundwater investigation, farmland and others monitoring, storage tank management, to supervise and verify pollution remediation of contaminated sites (including farmland and non-farmland), dealing with emergency cases, and administrative assistances.
The plan had been executed from January 1st 2022 to November 30th 2022, and the results of implementation are summarized as follows:
At first, the task of groundwater monitoring wells inspection has been implemented twice this year and there were totally 10 maintenance works finished. All slug tests of groundwater monitoring wells were completed, and 6 purges and 5 foreign matter exclusion of monitoring well were implemented according to the slug test results. Besides, there were 4 monitoring wells surveys accomplished, of which 2 have iron and manganese concentrations exceeding the Groundwater Pollution Monitor Standards, and the other 2 monitoring wells in Changhua Coastal Park (Xianxi) have monitored total dissolved solids, chloride salts, sulfates, ammonia nitrogen, total hardness, iron and manganese concentrations over the Groundwater Pollution Monitor Standards, and the concentrations of the other monitoring items were all lower than Groundwater Pollution Control Standards.
In addition, the work team explored 10 factories with pollution potential in Changhua County. According to the exploration, there were 5 plants chosen and sampled, and the results demonstrated 1 factory’s soil samples having soil pollutions. We inspected 15 gas stations and completed 2 gas stations’ investigations of the soil and groundwater, otherwise also provided consultation for 292 storage facilities. There were 199 farmlands finished sampling for regular monitoring, and cooperated with Agriculture and Food Agency (Council of Agriculture, Executive Yuan) to sample 119 soil. All the analysis results showed 1 farmland exceeded Soil Pollution Control Standards. With respect to the mission of to supervise and verify pollution remediation of polluted sites (including farmland and non-farmland), those sites had been examined at least bimonthly. There were 10 listed sites and 3.05 hectare farmland completed verification, 2 sites sampled for regular monitoring. During plan period entirely 150 non duly-registered factories had been inventoried and 6 emergency cases implemented.
